As of 2022, Innovation, Science, and Economic Development Canada (ISED) launched the Canadian Digital Adoption Program (CDAP) to provide grants to Canadian businesses to finance up to 90% of the investment (to a maximum of $15,000) in the creation of these Digital Adoption Plans.
ISED/CDAP partnered with BDC to provide interest-free loans ($25,000-$100,000) to allow businesses the ability to rapidly finance the implementation of these Digital Adoption Plans.
Further, there is also multiple $7,300 workplace subsidies available to hire a youth worker aged 18-30 to assist with the implementation of the plan.
This represents a significant limited time opportunity for Canadian business owners to level up their technology and marketing systems.
Canadian businesses must have at least one non-owner employee on payroll and a minimum of $500,000 annual revenue in at least 1 of the previous 3 tax filing years.
To obtain the BDC interest-free loan up to $100,000 (businesses with revenues under $5 million can receive up to $50,000) and the $7,300 workplace subsidies, a Digital Adoption Plan must be created by a CDAP-approved Digital Advisor.

We’ll Help You Submit Your CDAP Grant Application
We will work with you to support the submission of your application to the Canadian Digital Adoption Program (CDAP). We will assist you with overcoming any technical roadblocks to ensure that your application is approved as per the program criteria.
Step 3
We’ll Conduct a Business Improvement Review
Following your grant approval, we will conduct a complimentary 1-hour Business Improvement Review session to identify the core opportunities for digital transformation in your business.
Step 4
We’ll Prepare a Scope of Work for Your Approval
We will utilize the information collected in the Business Improvement Review to present you with a Scope of Work for your approval to proceed forward with creating a Digital Adoption Plan (DAP) for your business.

We will conduct a series of digital assessment sessions with your key departmental team leaders to understand the process driven business challenges, technology gaps, and transformational opportunities. We will further independently audit your existing digital technology and marketing systems.

We’ll Undertake an Analysis of Your Competitors
We will analyze your competitor’s front-end web technology, marketing systems, and sources of online traffic. We will synthesize the data collected into an actionable competitive analysis overview report with accompanying raw data reports.
Step 7
We’ll Develop a Digital Strategy Plan
After completing the digital assessment and competitive analysis phases we will create a digital technology and marketing strategic plan. The plan will include action items, a roadmap, budgets, and key milestones for it to be successfully implemented. We will work with you to ensure that the strategy is in alignment with your intended business goals and team vision.
Step 8
Digital Adoption Plan Completion & Grant Reimbursement
The Digital Audit & Assessments, Discovery & Competitive Analysis, and the Digital Strategy Plan will be assembled to create the overall Digital Adoption Plan (DAP) package in accordance with the required CDAP criteria. The plan once approved by you will then be submitted to CDAP, along with our final invoice for approval and grant reimbursement (up to $15,000 or 90% of the consulting fees required to undertake the DAP process).
Step 9
BDC Loan Application
After your DAP has been approved by CDAP you will be provided with a special link to submit an interest-free loan application bank to the Business Development Bank of Canada (BDC). Businesses that do over $5m annual turnover can receive up to $100,000. Business that do under $5m annual turnover can receive up to $50,000. The intent of the capital is to make the investment into implementing your Digital Adoption Plan.
Step 10
Workplace Subsidy
Businesses with a completed DAP can also apply for the $7,300 workplace subsidies. The purpose of the subsidies are to hire youth workers between the ages of 18-30 for a work placement to assist with the implementation of digital technology action items outlined in the DAP.

Questions About the Canadian Digital Adoption Program
A director of a corporation or owner of a sole proprietorship, as well as any of their authorized representatives, may submit an application. Applicants are required to attest and certify that their business meets all of the following eligibility criteria:
- Is either a) a sole proprietor whose owner is a Canadian resident or b) Is a business incorporated under the laws of Canada or a province or territory;
- Is a for-profit business;
- Has between 1 – 499 full time equivalent employees*;
- Has at least $500,000 of annual revenues but not more than $100,000,000 in one of the previous three tax years from the date of submitting a grant application;
- Is a privately owned business;
- Is a Canadian-controlled Private Corporation (CCPC) as defined by the Canada Revenue Agency (applicable if the business is incorporated under the laws of Canada or a province or territory);
- Is a business that respects human rights codes, labour, environment and anti-corruption standards, as well as engages exclusively in legal activities;
- Is not a business that has a class of shares publicly traded on a stock exchange (in Canada or outside);
- Is not a majority or wholly owned subsidiary or branch or sales office of a multinational corporation (MNC);
- Is not a business whose revenue model is designed to be economically dependent on non-commercial sources such as direct government funding or private donations;
- Is not a government organization or body (other than an Indigenous entity or body) or an entity in which a government organization or body (other than indigenous entity or band) owns equity interests;
- Is not a not-for-profit entity such as a union, charitable, religious or fraternal organization or business owned by such organizations, nor a business that exists as a fundraising vehicle for charities;
- Is not a business in which equity interests are held by any current member of the Parliament of Canada or any current member of the Senate of Canada other than a business whose equity interests are publicly traded;
- Is not a business that promotes violence, incites hatred or discriminates on the basis of race, national or ethnic origin, color, religion, sex, age or mental or physical disability nor does it trade with countries proscribed by the government of Canada;
- Is not a business that directly or indirectly promotes sexual exploitation or disseminates media content that is sexually explicit;
- Is not a business that has been determined to have pled guilty to or been convicted of tax evasion or a criminal offence.
*A full-time equivalent (FTE) employee is defined as receiving a T4 Statement of Remuneration Paid slip from the applicant. One FTE is defined as at least 30 hours/week of paid labour. Part-time employees must be included as fractions of 1 FTE based on average labour hours compared to typical hours for 1 FTE employee.

First off, in undertaking the CDAP application process, the client must either create a GCKey account, or sign in via a verified partner login service.
Applicants must meet the eligibility criteria at all times while in the program; this includes from grant application submission to grant payment, accessing of the BDC zero interest loan and the subsidized youth placements.

Innovation, Science and Economic Development Canada (ISED) reserves the right to validate the eligibility criteria by seeking supporting information and documentation from the applicant at any point in the application process for the grant and grant payment.
If ISED determines that the applicant does not continue to meet the eligibility criteria, ISED reserves the right to terminate any Grant Agreement. Applicants whose Grant Agreements are terminated will be responsible for paying any and all costs incurred up to that point in time and any costs in the future associated with retaining a Digital Advisor. ISED may also seek recovery of funds.
In undertaking the the CDAP application process, the client must either create a GCKey account, or sign in via a verified partner login service.
1.3.1 Applicants should not provide any additional documentation unless explicitly requested by ISED. As part of the eligibility determination process, ISED reserves the right to ask for additional supporting documentation such as:
- Assurance that the applicant is in good standing with regard to all federal, provincial, territorial and municipal laws and regulations;
- Corporate documents as the Program deems necessary (e.g. articles of incorporation, corporate by-laws and related instruments);
- Documents confirming annual revenue levels, such as notices of assessment issued by the Canada Revenue Agency;
- Documents confirming numbers of full time equivalent employees, such as T4 Summaries, deductions for the Canada Pension Plan, Employment Insurance premiums, and income tax from remuneration or other amounts the applicant pays to employees;
- Confirmation that any person including any consultant or in-house lobbyist who lobbies on its behalf to obtain funding under the Program and who is required to be registered pursuant to the Lobbying Act is registered pursuant to that Act;
- Confirmation that the applicant has not, nor has any person on its behalf, engaged any person (other than an employee) for the purposes of obtaining Program funding and paid, or agreed to pay, that person a commission, contingency or success fee or any other consideration (whether monetary or otherwise) that is dependent upon the applicant receiving Program funding;
- Assurance that any former public servant who derives benefit from the Funding Agreement will be in compliance with the Values and Ethics Code for Public Sector;
- Assurance that any former public office holder who derives a direct benefit from the Funding Agreement will be in compliance with the Conflict of Interest Act and Post-Employment Code for Public Office Holders; and,
- Assurance that no Member of the House of Commons or Senate will benefit from the non-repayable grant.
Applicants will be asked to submit the following information:
- Username
- User email address
- Business Number
- Legal name of business
- Operating name of business
- Canadian address of the applicant business

Zero-interest loan of up to $100,000 with a 5-year term + 12 months capital postponement (total of 6 years).
The amount of the loan is determined by the size of your business. If your annual gross revenues are:
- between $500,000 and below $5M you can request a loan of between $25,000 and $50,000
- $5M and more, you can request a loan between $25,000 and $100,000
The loan must be used solely for the implementation of a digital adoption plan that is recognized by the CDAP Boost Your Business Technology stream .
Please note that although the loan request is being made under CDAP, applicants must meet CDAP eligibility criteria and BDC credit worthiness requirements to receive a loan offer.
You can create your digital adoption plan, receive the grant that covers up to 90% of advisory services and then decide against the zero-interest loan. Participating in the digital plan portion of CDAP does not oblige you to apply for a loan. If you move forward to implement your plan, you can also source the required funds from your own cashflow or from your regular financial institutions.

No. The loan under this program must be used to implement your Digital Adoption Plan. You must be willing to attest to the use of the funds. Please understand that CDAP can audit you on this point.
The program eligibility is only one step in the process of making the loan request.
Your business may be declined for multiple reasons. For example, it may not have met BDC’s credit worthiness criteria (ex: credit history, etc.).
Please note that although the loan request is being made under CDAP, applicants must meet CDAP eligibility criteria and BDC credit worthiness requirements to receive a loan offer.
Also, as the CDAP zero-interest loan is part of a standard loan application, standard banking practices apply. A declined loan request is reflected in your credit score. This is part of the consent you provide when applying for the loan.
You will have 6 months from the time you receive your personalized link from ISED to BDC to complete your loan application. If you exceed this timeframe, you will be ineligible for the loan.

Businesses can access funds to hire eligible youth between the ages of 18-30 and will receive a wage subsidy of up to $7,300 per placement.

- No longer required: no minimum hours required to receive the wage subsidy (previously 450 hours)
The youth participant must not have previously completed a Boost Your Technology work placement.
You do not need to hire the youth before applying for this wage subsidy.
The funded work placement wage subsidy is an additional component of the Boost Your Business Technology grant. In order to apply for the Wage Subsidy Program, SMEs need to be approved for CDAP’s Boost Your Business Technology.
